Overview (NB Vehicles e-permits must be ordered Through Sippi): 
 
The parking scheme designed is to manage the limited spaces we have and to deter inconsiderate parking. It came into effect in April 2011 and has been running successfully since. 
 
Where may I Park? 
 
The Sippi Parking Permits allow a vehicle to park in a marked space or on the roads but not on pavements or on white lines or crosshatchings. Signs have been erected to indicate restricted parking. Resident and visitor vehicles must be registered through SIPPI when parking on Trust land. All permits are through Sippi which is an online portal for UKCPM to manage your residential vehicle and visitor permit.
 
No permit is needed where you park in a garage or on your own driveway. Parking on someone else’s driveway or blocking it in anyway without permission is an offence of trespass. 

Parking anywhere in the Garage compounds is not permitted. The only exception is the garage area at the lower end of Leyburn Gardens behind the tram stop where parking with a SIPPI Permit is permitted in the marked bays only. Parking in front of your own or anyone's garage doors in the garage compounds is not permitted, except for the owners of drive ways to garages under 199 to 215 Turnpike Link.
 
Who may apply for a Sippi Permit? 
 
Residents must apply for the Sippi account and are then able to manage their parking on a day to day basis.  The Garden Rate must be paid by the proprietor of the property before Sippi registration is allowed and tenants must have the permission of their landlord.  There will be a maximum of 2 Permits per property to cover one car registered at the property's address on the estate and a visitor. The period of validity is one year. 

Please note this does not mean an automatic 2 permits per property. 
 
You must take care to ensure that Visitors have been registered on Sippi or make arrangements for them to park on a driveway or in a garage. The Trust cannot guarantee that there will be enough spaces available. 
 
What if I have more than two cars? 
 
We are aware that if every resident regardless of whether they have a garage and/or a driveway has applied for 2 SIPPI Permits we would have more cars authorised to park. The Trust reserves the right to revise the terms of this scheme. Sippi allows you to use your visitor permit for a second resident vehicle instead of a visitor and may be interchanged but does not allow for a visitor and second resident vehicle at the same time.
 
Your Trustees, the Managing Agents and the Parking Contractor will endeavour to operate this scheme to achieve the objectives stated in the opening paragraph and not to cause residents inconvenience or concern. The easiest way is to park on your own property and apply only for the Permits that you really need. 
 
Untaxed or SORN vehicles must not be parked on any Trust property. 
 
Misuse of Permits: 
 
If there is any misuse of “selling” or “renting” Sippi Permits, that address will have its Sippi Permits cancelled for the remainder of the period of validity, and the Sippi permits issued will be reviewed at appropriate intervals to ensure only those who are entitled have them 
 
Change of resident for Sippi Permits 
 
As we have moved to an online registration of parking permits, Landlords/their agents and Sellers should note that where there is a change of residency, it will be necessary to change access to Sippi for the current resident.  New residents, whether owners or tenants, will need to register with Sippi thru our agents HML Group.
Parking Guidelines

Whilst it's not necessary to display a tax disc now, vehicles must still have valid road tax.  The vehicle permit is automatically voided if the vehicle is not capable of being legally driven on a public road – i.e. it must have valid insurance, tax and MOT (where applicable) and such vehicles could get a PCN, without warning.  Vehicles with SORN (Statutory Off Road Notification) cannot be parked on Trust roads or land.

Examples of correctly parked vehicles:

Current Paper permits expire on 30th April 2024 and permits for parking on Trust land is replaced by Sippi which will hold the vehicle registration for a resident's or visitor vehicle.

The Visitor permit application form has been replaced by Sippi, initially proprietors will receive a letter from UKCPM on how to apply thru Sippi, once operational new residents (owners or tenants) will need to apply for Sippi and should contact our agents HML.
